This White Paper, jointly produced by Cancer Patients Europe and the EFPIA Oncology Platform, evaluates National Cancer Control Plan (NCCP) alignment with Europe’s Beating Cancer Plan across six Member States: France, Spain, Germany, Denmark, Hungary, and Slovakia. The analysis identifies three country archetypes: Type A (France/Spain) with strongest EBCP alignment, comprehensive governance structures, dedicated cancer funding, and excellence in prevention, screening, personalised medicine, and research; Type B (Germany/Denmark) with robust strategies but NCCPs still in development, showing gaps in paediatric care, monitoring frameworks, and personalised medicine integration; Type C (Hungary/Slovakia) with limited dedicated funding, incomplete EBCP integration, and significant inequalities in access to prevention, screening, and treatment. Comparative analysis covers funding and governance mechanisms, prevention strategies (tobacco control, HPV vaccination), screening programs (breast, cervical, colorectal, lung, prostate, gastric), treatment and personalised medicine (genomic testing, biomarker access, advanced therapies), and research investment (Comprehensive Cancer Centre networks, EU projects including EUnetCCC, CraNE, ECHoS, JANE/JANE-2). Policy recommendations target both national level (protect multi-year NCCP funding, leverage plan revision cycles, embed equity measures, publish performance KPIs, adopt comprehensive tobacco laws, strengthen HPV programs, align screening with EU guidelines, develop precision medicine roadmaps) and European level (adopt EU NCCP Minimum Standard Framework with progressive milestones, provide capacity-building grants, secure dedicated cancer funding in next Multiannual Financial Framework, require equity measures in EU-funded projects, develop best practice toolkit, institutionalize knowledge-sharing platforms).
